Selection / Updation of Courses under Skill Development

A detailed consultation was held with the Information and Communication Technology Association of J&K (ICTA-JK) for demand analysis of IT Skill Training Courses. ICTA-JK represents 80+ companies engaged in IT Hardware, Retail, System Integration, BPO/BPM, Networking, and Software Development within J&K. ICTA-JK is registered under the Societies Act and is empanelled in the IT Task Force of J&K's IT Department.

ICTA-JK reviewed the list of NSQF courses submitted by NIELIT J&K and—keeping in view job roles and current in-demand verticals of the local IT industry—suggested courses to address the skill demand (Annexure 1).

ICTA-JK proposed a Job Readiness Assessment & Preparation Program including Communication & Language Proficiency Tests, Group Discussions (GD), and Personal Interviews (PI) to improve placements.

ICTA expressed willingness to actively participate in industry-academia interactions—guest lectures, workshops, internship programs, and placements (Letter attached as Annexure 1).

During project execution, an Expert Committee will review/update the course basket. Courses may be replaced or revised per NCVET/NSQC recommendations—while maintaining the total allocated training target—subject to approval.

Selection of Locations

The Skill Development programme will be conducted at four NIELIT Centers in J&K and Ladakh—and their extension centers—for three years. If a request is received from any university, government educational institution, or recognized educational body to conduct a batch on-campus, NIELIT may do so provided the institution supplies all required infrastructure.

Selection Criteria & Registration of Beneficiaries

Applications invited via an online portal, with publicity through regional/local dailies, websites, and direct counseling at educational institutions. Candidate lists may also be provided by Dept. of Social Welfare, SC/ST Development, Women & Child Development, or local employment exchanges.

Registration on a first-come, first-served basis through the web portal. Admission granted only after due shortlisting and scrutiny.

Course registration openings announced well in advance on the NIELIT portal.

A three-member selection committee—two internal members and one representative from Dept. of Social Welfare—will select candidates meeting minimum eligibility, with merit-based selection for SC/ST candidates.

Online Examination Facility

State-of-the-art online examination facilities will be established at NIELIT Srinagar, Leh, and Kargil. These centers will feature high-end computers with the latest specifications for smooth exam conduct. In collaboration with exam-conducting agencies, these will serve as official venues for state and central examinations—reducing the need for candidates to travel outside the region.

Upgradation of Labs

Existing labs at NIELIT Srinagar, Jammu, Leh, and Kargil will be upgraded with advanced tools and industry-standard equipment. This modernization will integrate the latest technologies in IT, Electronics, Robotics & Engineering—providing students hands-on experience, improving training relevance, aligning with industry trends, and enhancing employability.

Assessment & Certification

Uniform examinations across all Skill Development Centers to ensure consistent competency standards. Post-training assessment by NIELIT HQ's Exam Wing per defined guidelines.

Successful candidates receive NSQF certificates as per NIELIT's standard procedure. All participants receive a participation certificate issued by their respective NIELIT Centre upon course completion.

Job Readiness Assessment Program

Designed to equip candidates with the knowledge, values, and practical skills needed to secure, retain, and advance in employment. Delivered in collaboration with ICTA-JK and other industry partners.

Placement, Employment & Entrepreneurship

NIELIT J&K and Leh operate a dedicated Skill Development & Placement Cell responsible for placing graduates. The cell regularly organizes campus/off-campus placement drives and Rojgar Melas, working closely with Sub-Regional Employment Officers and State Employment Exchanges.

Under the National Career Service (NCS) Project, a Model Career Centre (MCC) at NIELIT Srinagar connects local youth with nearby job opportunities through outreach and counseling.

Monitoring & Tracking

Centralized MIS System & Reporting

The Head of Institute / Director / Director In-Charge of NIELIT J&K will serve as the Chief Investigator. Tracking via a centralized MIS system with regular data uploads:

  • Summary of targets set vs. achieved
  • Category-wise number of candidates trained
  • Statement of expenditure incurred
  • List of strategic, policy, and operational issues for discussion
  • Mid-Term Evaluation Report
  • Physical and Online Inspection Reports

Sustainability

Long-Term Sustainability

Infrastructure augmentation ensures project sustainability. Upgraded labs will support new NSQF courses in relevant domains. The Job Readiness Assessment Program and skill examination labs will continue to be used for recruitment examinations and future training initiatives — creating a self-sustaining ecosystem for youth empowerment in J&K and Ladakh.
